Outbuilding and different leveled land.

I want to build a garage within 2m of my boundary, and the house is on a shallow slope so behind the house is a 2ft retaining wall then and my rear bounder fence it goes higher.

My garage would be level with the house cutting into the retaining wall.

Does the 2.5m rule apply at the level of the house or the retaining wall?

The general consensus for measuring is the highest level of natural (not made-up) ground around the structure concerned, is the point from which to measure. In your case it looks like you could build a garage such that the front wall..
a) ..has a base that is level with the ground level around your house and
b) ..is 2.5metres plus 2ft high, this being a point 2.5 metres above the highest natural ground level (e.g. at the rear of the garage)

So, when you stand looking at your garage, the front wall of it will look about 3.1 metres high, and the side walls and back will look 2.5 metres high
 
thankyou, will mean i can have a good angle on an apex roof.
