Outbuilding PD

Hi Guys,

I'm aware of the PD rule for outbuilding that says if it is within 2m of boundary then the building must be max 2.5m height. my problem is that my site slopes downwards to the point where i want to put the building (single or double garage with workshop) so there seems no way to get it under 2.5m height unless i had a flat roof and then it wouldn't be great. Does this mean i have to apply for full permission? Where is the 2.5m height measured from, i take it the lowest point?
