Outbuilding project - help needed please

Help needed please; I have a large outbuilding which is block built 9m x 3m which is currently clad in corrugated steel and has power and lighting

What I would like to do this summer is reduce the length of the building to approx 5m and convert it into a summer type house by fitting a couple of windows a set of French doors and cladding it in wood.

My questions are as follows.

1. Do I need permission?
2. I would like it to be usable in winter, if I baton the inside and insulate then plasterboard, is this suitable.
3. Flooring is currently concrete, what are my options for suitable flooring i.e. damp.

And finally anybody know of any good websites for design inspiration for the internal and external build for this project.

1) Possibly, depending on use, probably not worth bothering unless you intend to sleep in it, or employ someone to work in it.

2) Yes, but heating (plus adequate ventilation) may also be necessary.

3) Chipboard flooring on insulation board onto polythene DPM.
 
Just a quick question with regards to the actual build, i will be doing it with help from a builder hopefully, but just for my info and costing purposes. would i need lintels for the openings, the windows will be approx 1m wide x 2 off + french doors.
