Can I use 2 x 0.75mm2 cable to run a 40w bulb which is within a Christmas illuminated figure?

The rating of the cable is the least of your concerns, there are far more important questions here?

Is the supply RCD protected at 30mA or better?

Is the illuminated figure double insulated, not requiring an eatrh connection.

Is the figure suitably IP rated for outdoor use?

Are all the plugs/sockets/connectors involved suitably IP rated for outdoor use?

What type of cable is it? H05VV PVC? H07RN Rubber?

The 0.75mm2 conductors are more than adequate to supply a 40 watt lamp, but if you cannot answer the other questions above, then STOP!!
 
The Supply is RCD protected, the figure does not require an earth and is suitably insulated and IP rated as are the sockets involved, cable is H05VV.

Do you know something that the rest of us don't know? Although you obvioulsy might be right in your assumption, who said anything about 'outdoor use'?
