Overflow tank not filling

Hi guys, sorry to bother you. I have been looking on this site for a while and have found alot of people with the opposite problem of mine!

This has been going on for nearly a month now. The overflow tank, (big black plastic box above the boiler?) has stopped filling. It is intermittent, as in it only fills when it likes to!

I have had a look inside it and found there to be about 2 cms of water in the bottom and the pipe at the top is dripping into it, slowly. When I lift the ballcock, nothing happens. I would have thought a leak or something but we live in an apartment and would have known by now.

When i turn on the hot water some comes out for about 30 secs, then nothing...I have turned the boiler of incase the element burns out?

The problem that annoys me is that it fills sometimes....

Can you please point me in the right direction or feel feel to ask any questions at all, as I am usless when it comes to plumbing.

OK thank you, this is something that needs replaced by specialist or could i do it myself?
