Paint bubbles

Hi just wondering if anyone can help me with a problem im having, currently have grey silk painted walls and trying to paint them a white silk. With it been dark to begin with rather than doing loads of coats with my expensive paint iv gone for a white vinyl matt for the base coat to get rid of the grey. I electric sanded down all the wall got it rough, scrubbed with sugar soap and rinsed twice then let it dry. Now when i try to paint on top bubbles immediatley appear within seconds iv tried the vinyl matt watered down 10%, full vinyl matt & even a white silk and they all show up bubbles within second. Anyone any ideas where im going wrong or what i can do ? Thanks

Its reacting with something on the wall ! Maybe the sugar soap maybe not. Rub it down and give a coat of Zinsser Gardz. this will seal any substrate be it distemper, porus, PVa , Paste, etc. when dry carry on with full coats of your emulsion.
