Paint for outside seating area

hi all

we have an outdoor seating area made from breeze blocks that have been rendered
unfortunately some of the corner beads have rusted and it's showing through the paint

is there a particular paint someone would recommend for me to use once i've sanded it back? i want something to stop the rust coming through again.

will an oil based paint do the trick?
