paint not sticking onto new plaster

We have just had a new fire place plastered in and various other pieces around the house however when painting the fire place the paint will not stick and keeps peeling off what can I do?
 
Have you painted the new plaster with PVA by any chance ?? If so the emulsion will not stick properly. The raw plaster needs to have a mist coat then subsequent coats will adhere properly.
