Paint on new plaster coming off easily

Hi, we had our kitchen walls skimmed recently and after about 2-3 weeks have had them painted. Unfortunately, 3 days after the paint job I used some low tack masking tape to prepare a caulk seal and on pulling away the tape i has taken the paint with it. I'm wondering whether the decorator has sealed the plaster properly in the first place. Also starting to note some small peel aways around electrical fittings. Can anyone advise? Thanks.

Emulsion has to cure for 30 days approx before its fully hard..
Was pva used to seal bare plaster?? this is a classic sign of problems pva can cause. Or! was plaster dusty? was there a layer of plaster on the masking tape when released ? I would just fill in carefully the damaged areas with interior polyfilla (not readymix) sand down and touch in first then recoat ..
