paint peeling

Hi I am new to this site and I need help FAST!!!!!!

We have had our downstairs toilet plastered, but only from the skirting board to half way up the wall (from where tiles were previously).

We let the plaster dry, then gave it 2 coats of watered down paint solution (knowing that the plaster will absorb the water). We have given the walls a few coats of silk paint.

The walls are fine apart from where the top of the plaster is, the paint started to bubble off and it has all peeled off where the top of the plaster is.

We have no idea what has happened. I didnt know if it may be because there may have still been some PVA solution above the plastered area, and the paint is not sticking to this

Can anyone please help me, and give advice on what to do over the area where there is still possible PVA
