Painting a damp exterior wall

Hi everyone,

I have a supporting brick wall that holds up the garden along side the house which i'd like to paint - but it's quite often damp as i assume moisture is seeping through from the other side where it's supporting the garden.

I was wondering what type of paint i would need, does it need sealing/primer first? it has drainage gaps in the brickwork, so there are places it can drain from.
