Painting a retaining wall

Hello, I need to paint a rendered wall that is 9 inch thick blockwork with soil up against the other side. Its gone black in places which ive scrubbed with patio cleaner. Not sure if much damp comes through the wall or if its just because it from traffic fumes etc but I was wondering if theres any treatment I should do before repainting.

What you have done is sufficient, the problem will be damp etc coming back through the wall from the soil side.
