Could have been worse to be honest.....

No bulging but of course a stain on the ceiling now.

Will I get away with just painting over the small area or, generally, does the whole lot need to be repainted?

On the balance of probability, the white in the spray can will be a different shade of white, and possibly, a different sheen level.

I would add that spray cans can result in a lot of dry over spray (dust).

As decorator, I use brush applied stain blockers because of the over spray.

If you have the original emulsion, you might be able to get away with touching in the emulsion after using the stain blocker, but if the ceiling paint has discoloured, you may need to paint the whole ceiling.

We had a leak from a failed chimney flashing
Once repaired I left the ceiling to dry for a few months
I used zinsser stainblock from screwfix followed by a top coat of regular emulsion.
After around 3 years the stain has began to bleed through in places.

It has probably leaked again.

Is the stain yellow?

I tend to use the shellac based Zinsser BIN. Over the years, I have never noticed it discolouring further down the line. In the event of new leaks, the stains may become visible on the outer edges of the BIN. If the water ingress is significant, the salts in the plaster normally blister and push the paint away from the plaster.
