Painting concerete wall - call i just start with undercoat?

I am planning on painting the 3ft concrete wall outside my house tomorrow - if it doesn't rain!

I've scrapped off the old paint that was peeling off. Have bought exterior undercoat and gloss. Because I've now gone down to the bare concrete, do i have to seal it before i undercoat?

Are you sure the old paint is gloss??
The normal way with concrete is to use Masonry paint, Bare concrete should have a first coat of thinned masonry paint followed by 1 or 2 thicker coats.
Use either dulux weathershield or sandtex masonry paint..
