Painting damp bricks below DPC....?

Just finishing painting exterior of house and bottom two courses are damp below damp course (as they should be).

Sandtex not adhering as too damp so what can I paint them with?

Can I seal them first or will that create problems by sealing the damp in?

Someone suggested bituminous paint but obviously only comes in black and stays very 'tar' like, plus needs recoating fairly regularly.
