Painting exterior woodwork and render

Two questions:
1. I've got to paint some exterior woodwork (fascias, bargeboards etc). They have previously been painted white (about 7 years ago) and are in fairly good condition. I want to paint them white again, so do I need an undercoat and topcoat or will two topcoats be OK. Also, any recommendations as to which paint?

2. I also want to paint some roughcast. Some of it has already been painted (not by me) last year and I need to finish it and then a second coat on the lot. On the bits that haven't been started, do I need stabiliser first? And again, any recommendations for paint?
