Painting fence light colour over dark - primer?

Hi all, we have decided to paint our current mid brown fence a sage colour. However, it's looking like each panel is going to need 4 coats to cover up the brown. This is effectively doubling our paint costs. Is there anything we can use to reduce the number of coats neeeded? A primer or anything?
