I have stripped wallpaper from an internal concrete wall (see picture). There are some chipped off and flaky patches. Is this just primer that has chipped off? Can I patch up the primer and paint the wall? If so what type of primer and paint should I use?

Is it the grey bits you're talking about? They appear on your photo to be proud of the white paint if so just give then a rub down with sandpaper
You need to make sure all traces of wallpaper paste is off that wall before you paint too or it will mess up your finish
