i have just had my full house re plastered and instead off putting new window cills on i want to satin gloss where the cill should be,what do i put on to seal the new plaster so the gloss dosnt flake off and keys to the plaster??

I dont know what you mean by 'satin gloss' they are both finishes in their own right..
If you are using water based paint as a finish coat I would mist coat the same time as the rest of the room, then a coat of emulsion followed by a couple of coats of the finishing paint
If you use oil based you MUST use alkali resisting primer on the bare plaster first..if you dont the alkali in the plaster may bleach your finish coat or ever cause a another defect called saponification.
