I have just stripped the wallpaper from our small bedroom and am looking to paint it quite simply. The plaster is in fairly good condition, so do I need to apply a base coat or primer, or can I just paint the Matt emulsion straight on after sanding and sugar washing the walls? If a base coat, is that just simple white Matt emulsion from bandq or do I need to water it down?

If all the wallpaper paste has gone, then yeah, a primer be best. Any matt emulsion watered down will do the trick, then a couple of coats of your chosen finish. Mist coating helps the paint adhere, and also means that you get even paint coverage and a nice finish without patches.
