painting over creosote

I bought a house that has creosote on the rafters. The house smells like moth balls. I heard that I can paint over it to kill the smell. Is there anyone that knows of such paint. I know that I should replace them but I would have to take off the whole roof and I can't do that.

Better check with the EPA as NYC has a ban on it
