Absolutely!
Fix the gutter, clean the mould with a fungicidal wash or bleach solution (Dettol Mould and Mildew is recommended by many here but can't say I've tried it myself) and then paint. Don't be tempted by an anti-condensation/damp sealing paint if the gutter is leaking.
