Painting over this flaking paint

Hi
Got quite a large area like this in the kitchen I am decorating.
I've stripped the paper off and it is patchy and flaking.
View media item 20669View media item 20670What is the best way to paint over without the patches where the paint has come off showing?
Is it possible to seal with PVA and then fill in just the depressions in the paint?
I don't really want to paper in the kitchen.

The surfaces need a good rub down to get any loose paint off and then use an oil based sealer like a thinned down undercoat or a Zinnser bin type sealer. Once dry the emulsion can be applied over the top.
DO NOT USE PVA under emulsion.... it will just peel off again.
