Painting over Valspar...

Guys, our entire house is painted in Valspar by the previous owner, the most hard wearing one.

Thus far I have:

1. Painted Dulux Trade white matt over it
2. Valspar over valspar
3. Farrow and ball over it

In most cases I sugar soaped the walls and cleaned off. In one case I didn't bother.

In all situations it felt like I was painting over an almost oily surface, it seemed especially crap when cutting in, really skiddy and patchy. Two coats an absolute must.

Valspar at my folks place on painted wallpaper was way different and totally not like the above.

Is this normal? Are there any other prep steps I can do to make it better? After two costs it's fine I guess but the first cost is just pants!

I do notice Valspar smells quire different to other water based paints, smells like plastic inflatable toys, new trainers etc!
