Painting plaster

Had to scrape off some bubbled paint caused by damp then treated with mould remover. The plaster is fine now but I want to know what I should put on the plaster first before emulsion so it will be more stable in future thanks.
 
Before you do anything , you need to find out what caused the damp and paint to bubble in the first place

What room is this is?
 
Hi it's a small back room can be cold because two of the walls are external if you know what I mean
