painting problem

I have stripped wall paper from walls and washed walls with sugar soap
and rinsed off with water
some parts of the wall has gone down to bare plaster, and other parts
have gone down to painted surface which was behind the wallpaper

I have tried to apply a base coat of white matt emulsion ( not watered down )
after a short while the paint starts to bubble

I have retried a couple of times, and am getting the same result

I have on subsequent attempts. i'm thinking of trying a different paint.
I have used a Homebase emulsion, maybe a better quality Dulux product would do the trick
 
i found you get what you pay for with paint, i always used named paints dulux, etc! just my i think!

Had the same problem in my old house so I bit the bullet and got a pro into to do one of the rooms so I could see how to fix it. Watched him sand by hand the bubbled paint so it was flat and then mix up watered down PvA and paint all surfaces with that. Next day he came back and painted. It lasted as long as I lived there and I then used the same method to paint over all the other rooms in the house.
