Painting rim at bottom of front of house

Hi,

there is a 1ft high rendered rim at the bottom of the front of houses on my street (usually pebbledash above) - 1930's house. Most houses have this rim painted black. I want to paint over it. I asked the paint shop man (big paint trade shop) if it needed special paint on it - he said no. I painted over it, and next doors builder/painter says i need to paint it with black tar paint to stop rising damp.

So does it matter what i use????

Can i get 'tar' paint in other colours besides black?

I notice some houses have been painted white down to the ground. I have my lawn right up to the house.
