Concrete house - no DPC - what paint to use on bottom of wall?

Hi, I live in a poured twin leaf concrete house. There is no dpc because of the type of construction. The house came with a black stripe along the bottom of each wall, which I assume is bitumen or similar paint to resist water splashes when it rains.

I'm painting the house in b and q '15 year's masonry paint. I think I still need to protect the bottom of the wall, but dont want to use bitumen/black paint.

What paint should I use please?

The bitumen is still on there and you want to cover it with a different colour?
 
Yes, the bitumen paint is still on and still intact, and yes I'd like to cover it with the valspar masonry paint, and yes I'd prefer not to have a black coloured paint at the bottom of the house!

Thank you for replying - at 100 views and no replies I got to wondering a bit!

I'd like to understand the logic of the bitumen band as well - could you explain or point me at a source please?
