After stripping off old wallpaper, is it necessary to coat with Zinsser before painting with emulsion paint or will a good washdown with sugarsoap do?

Zinsser Gardz is the product specifically for this type of job, but it certainly isn't necessary. Even sugar soap isn't always required - warm water and a sponge usually works well enough, providing you constantly rinse the sponge out. If you do use sugar soap, be certain to rinse the walls with clean water afterwards.
