Can anyone advise on what this is behind my old wallpaper?
House is from 1900 but had a few owners.
Trying to understand if this is plaster or not.
Can I paint it?

House have cavity walls or solid walls?

If solid walls then lime plaster

I use a orbital sander on a vacuum and sand off old paste.
Use a lime plaster paint or one that is breathable.
