Well you could but it won’t look much better than it does now. Assuming its wood, what type of wood, timber or manufactured board? Are the cracks in the wood or just in the paint on top? Has it cracked due to rot within the sill?
 
would they have made old window sills out of plastic?
Unlikely; I suspect it's the original wood sill been left in place after those replacement UPVC windows were fitted. You do need to confirm the questions I asked; can't tell from here if it's just the paint that's cracked but if the wood has rotted (is it soft when you push a screw driver into it), you may well have a problem with water getting in under the outer sill of that new window which may well have caused the problem. That will have to be fixed before you tackle the sill & if it's too far gone, probably easier to replace it rather than repair.

Remove all loose paint from the area, make sure there is no damp ingress, sand & level it off with polyester filler, sand filler flat & blend in, prime & repaint.
