Panasonic 455 losing suction

Another problem! but this time its a vac thats playing up, my mother was a given a panasonic 455 upright vac by a neighbour and after 5 mins of use the suction just goes and the motor slows right down and then speeds back up and then down and so on. Is this a knackered motor? or motor brushes?

If you have the time / inclination take it apart and see, if not bin it
 
In the words of Peter Kay "if its not one thing its your mother!" the old dopes just told me that she had the cleaner running for nearly 3 hours when it started doing the funny whirry thing! Now I ain`t no expert but not many vacs are made for that kind of hammer are they? I know what your thinking but its a 4 storey house! ;)

Yes, okay my nose stands 4 inches up and I don`t have a chin!
