Partly cold radiator

I have a bathroom radiator about 3 years old which is cold in the upper quarter in the corner opposite the bleed valve (else I would bleed it away), the rest of it is lovely and hot. Grateful for any advice before I tinker, both valves seem open ok, should I bleed it anyway or could it be something less obvious?

bleed it of course.

the side with the bleed valve should be a tiny bit higher than the other side. Definitely not lower.

so the bottom and middle of the rad are hot?
 
Thanks John, bleed valve side measures lower than the cold side so the radiator is on a bit wonky, bleeding just water how about I get a a bleed valve put on the high side?
