Use a sharp sand mix and add a little rinsed sand for body, say three parts sharp, one part rinsed and one cement. Wet the damaged area first with water, allow the excess to dry then apply the muck.
I personally have not used pva outdoors but some posters say it helps deal with shrinkage when pointing slabs etc.
