patchy painwork

Hi,

I have a couple of walls in the living room which are patchy (white dulux paint applied). I don't know if this is due to poor coverage, not enough time between coats or poor plastering. The other walls look fine but they are of a smaller length.

My question is how do I rectify. Do I sand the whole wall and then repaint or simply repaint over?
Also would it be useful to have an oil based undercoat?

Difficult to say whay the problem is without seeing it but if the paint feels rough you might just need to sand back and apply another coat or two. Bare plaster should have been sealed with a mist coat first so if this wasn't done it could be a contributing factor.

Oil based undercoat might help but often it is unnecessary if the patchiness is just down to poor/uneven application.
 
Are the walls completely dry?

Have they recently been plastered?
