Paving and extending front garden

Hello all

We want to pave our front garden. It is at the moment part concrete, part soil (where the front garden used to be).

The area we want to pave would include all of the current concrete area and a part of the soil. The question is - can we excavate the soil we want to pave to the level of the concrete, and pave the whole are without looking at any problems in the future? Or do we need to take out all the concrete and lay all new foundations?
