PC won't hibernate on Powersaving

I have set screensaver, turn off disks, system standby and hibernate, at 10, 15, 20, 30 mins, but it never hibernates, it just goes to screensaver. Also I don't hear the disks start up when I jiggle the mouse on a blank screen, so I don't think they are turning off either.

I am on XP

Any suggs?

I noticed I had Outlook Express set to download main every 10 mins. so have changed that to 40 mins.
