Peeling paint remedy

What's the best way to sort this issue out.

Had issues in this corner previously. Had ingress of water & mould issues there before. Hopefully sorted both problems now.

Now got this problem to sort out. Is this the correct way to do it?
1. Scrape loose paint off.
2. Sand edges of paint.
3. Use Zinser peel stop.
4. Fine filler, which product though?
5. Sand down
6. Seal with primer.
7. Paint

Last question. Because we have had mould issues previously, I was thinking about using Zinser Perma white on the ceiling (stairs) or would that be overkill. I've used in bathroom & been really impressed with it. Many thanks for reading.

As you say. Yeah..
Crack on.
Hardest part Is getting the loose off. Often we leave some that later starts to peel.
That looks like a condensation issue I think?
Same old advice. More insulation above ceiling if you can and start running a dehumidifier in the evenings and don't dry washing in the house without a dehumidifier Infront of it

Cheers Wayners. Since getting a dehumidifier, we seem to have solved mould problem. I will try to check insulation in loft but access is extremely difficult due to lack of head room.
