Pentrating Damp 1st floor bedroom

Can anyone suggest how we can resolve this damp issue?

Box bedroom on 1st floor, south west facing corner. 1970's semi with cavity wall (no cavity wall insulation) when there is driving rain we get this damp patch on the wall after about 4 hours of rain. We have re-sealed around the pvc glazing, also around the concrete window ledge, the drip channel is also clear under the window ledge. We have also painted weatherguard over the pebbledash. Guttering is sound - no leaks. There are no obvious cracks in the pebbledash and it appears to be sound, not blown. No pipework in the wall. We are at a loss.

The line you can see from the window to the porch tiles was a tiny hairline crack that has been filled with silicone (ugly I know!!) No water coming into the porch.

We have used a pressure washer. Water appears to come in only when directed at the window but that has been re-sealed all around and we cant see anything that we have missed. Water directed just at the cill or the wall and the internal wall stays dry.

Is that a concrete window cill? The wate must be going down the window then under the frame and into the cavity.

Have a look at the silicone on the frame and the concrete cill.

Yes its a concrete window cill. We have re-sealed all around and under the window and the window cill.

Didnt know about drain holes - We will have a look at that thanks...
 
Looks like it is the drain holes. They were covered in silicone. We took away the silicone and took out the plug - a small amount of water came out. We then then poured water down the drain holes by the opening mechanism - a small amount came out of one of the external drain holes, but some of it showed up on the internal wall about 10 mintues later. We have tried putting wire through the holes and there doesnt apear to be any blockage - so can I guess that the frame between the holes is somehow cracked?
