Peugeot 206 (51) Rear Lights Not Working

Can someone help me? When I turn my car on the centre brake light comes on permanently. My brake and tail lights don’t work at all in either side cluster even when I brake. However my reversing and indicators both work normally in both cluster.

Is this a case of an earth somewhere or is it more sinister?
 
For the centre lamp to come on at all there needs to be a circuit hence I'd be tempted to start by checking the switch on the foot pedal.
I take it you have checked the fuses?
Next thing I'd try would be to check for voltage at the light cluster with a volt meter (black probe to car chassis, red probe to check the wires to the cluster with someone pressing the brake pedal.)
