Pinhole nick in Pipe

I just have seen this pinhole or nick in the pipe - it was covered with dirt and only after cleaning it did I see it. It's not leaking, the plumber repaired the actual leak in the adjacent pipe - what is the best way to repair this and explain what this is?

Is that pipe redundant ? If it's water carrying it would be leaking unless it's something like an overflow ,or pressure relief pipe.
What is it buried or surrounded in , seems to be corrosive ?

It's hot water pipe I think, the other pipe was just repaired today. It's not leaking but I suspect it will?

Can it be repaired with some compound?
 
I suspect it is perforated right through it certainly looks like you could put a sewing needle right in.

It would if there was water in the pipe under pressure.
Various ways to repair ,but the pipe needs exposing more and cleaning up.
