Pipe from boiler leaking onto wall causing icicle.

Does anyone have any idea what's causing this and if it can be damaging or not? Currently in rented accommodation and when I've had my boiler check I've mentioned that the boiler leaks water and he said sometimes it just happens, but I've never had it freeze up like this before.

If that pipe is connected to the boiler it's highly unlikely that it should be allowing water out in the first place.
You should report it to your landlord.
