pipe hammering / banging...can't fix!

hello! cold main is banging! vibrating throughout house...checked all cisterns, ball valves, one was slightly dripping, held it up to stop it, noise still there. It was at regular intervals of about 15 seconds, then it went away for a week, and now it is back, intermittently, but still very frequently, it also seems to have moved from kitchen area, to closer to the mains. 4 weeks ago a new supply was connected 40 metres down the road, but they get their supply after ours.
Have tried turning all cold taps on to see if air locked, isolated dishwasher/washing machine etc. The noise occurss even when nothing is in use, sort of like a pressure build up, although can even occurr when washing machine / taps on full, sunday morning it wasnt there, but yesterday morning it woke the people up at 7am, although when they went to bed it was silent....at the moment it is still banging, turning the main down slightly does nothing. Someone suggested to me it may be a meter problem and to contact water authority, had our regular boiler man and another person who knows quite a lot look at it, and they cannot understand it either. The hot water is gravity fed (the ball cock that was dripping), the vibration only comes out of the cold tap.....any help would be much appreciated!! thanks in advance
