Pipe identification help!

Hi there,any chance someone can help me identify what this pipe is for? It looks like it's diagonal to the guttering (which heads straight into the ground)

Wondering if I will ever need access to it, and if I can enclose it somehow so that i can pave the area?

Looks like a rodding point. Uncover more of it, to be sure.

It's a rodding eye, it can be leveled with the ground by installing the proper bend and slabbed around.

If you search online for an angled rodding point you can choose either square, round or even oval and get it flush so you can pave to it, bear in mind an oval one looks good but could be a mare to lay flagstones around.
