Pipe Lagging

Given the Scottish winters,I know that they should be, but is it a legal requirement to lag pipes in the loft space?

Got a pm from the plumber I managed to get via my other plumbing thread viz: http://www.diynot.com/forums/plumbing/scottish-licensed-plumbers.322887/
and he drew my attention to this:

"SECTION 3 Schedule 2: Paragraphs 3, 4, 5, 6 and 7: Requirements for water fittings
1. Every water fitting shall-

G4.2 All cold water fittings located within the building but outside the thermal envelope, or those outside the building should be protected against damage by freezing".
