I thought it was,under water bylaws or Part L. But as I don't do tha ttype of work, I could be wrong!

and he drew my attention to this:
"SECTION 3 Schedule 2: Paragraphs 3, 4, 5, 6 and 7: Requirements for water fittings
1. Every water fitting shall-
G4.2 All cold water fittings located within the building but outside the thermal envelope, or those outside the building should be protected against damage by freezing".
