Pipes vibrating

Hi. Looking for suggestions please. Just discovered a leak on our cold supply under living room floor. Floor is chipboard over 2x2 over concrete, pipes run along the concrete. The leak was caused by the pipe vibrating against the concrete. Any suggestions for protecting the pipe from this happening again? They are lagged but that hasnt prevented them from vibrating. Maybe something to go under them?

they should be clipped properly not flapping around and touching anything else e.g concrete.
 
No, haven’t had a new boiler. They were clipped to the concrete but must have been rubbing on something. Pin hole leak. Mind you, it must have been there for at least 30 years without a problem.
