Pipestat help

I have a Honeywell L641B pipestat which I am looking to connect to an existing Honeywell Froststat in the garage to tighten down in the energy bills.

I have read the forums and was expecting only 2 terminals to be used (1 and 3). I was prepared for L in 1 out on 3 into pipestat 1 and out on C to terminal box. From the photo you can see terminal '2' is used... What is this for?

Also can I run the cable behind the outlet pipe in 25mm plastic trunking to the inpet pipe (on the right)?

it 2 is the neutral it should not be connected when used as a frost stat
