Plaster Paints to Avoid Damp in Old House

A very interesting read. My daughter lives in a 100yr+ old cottage with some damp in a couple of rooms which doesn't dry out during the summer months. There are no water sources nearby and the rooms are aired regularly. The ground floor lounge has an area approx 2m square where the plaster is turning into dust , and an upstairs bedroom has a permanent damp patch which appears to follow the shape of a horizontal plasterboard batten.

The house was refurbished before she moved in (3yrs ago), probably with 'modern' emulsion paints. The article however, does not appear to give any info on what paints can be used.

Any suggestions on where I could find more information on suitable alternative emulsions?
