is it possible to paint plasterboard or does it have to be skimmed. its only a small area under the stairs

Yes you can, even better if you have no joint, and best to bedded it on with dot & dab adhesive or Gripfill etc

The joints between the boards (ideally tapered plasterboard) then use paper tape or self adhesive tape and filler called jointing compound.
