Plasterboarding the loft rafters.

I've got a bit of a problem.

My roof has never been felted since it was built in the 30's.

It's water tight and in sound condition, but the only problem is is that black dust and clumps of black stuff are falling from the inside of the slates all over the loft and loft hatch - which is fun when you lower the loft hatch door!

To solve my problem I was thinking about just boarding the rafters (leaving a metre from the eves bare) with 9mm plasterboard and not using any insulation in between.

Is this good practice? Or can anyone recommend a better way of doing it?
